Basically it's a way of tracking where you are in the world, using a small client application that runs on your machine and attempts to work out your location based on the network address. You can see the concept as having 3 parts:
1. location tracking of invidividuals
2. building a database of network locations (plazes)
3. building a community i.e. you can find out who is geographically near you, who discovered particular plazes, add buddies, etc..
